Amy M. Harber opened Harber Legal in August 2026 after spending more than 18 years navigating both sides of criminal & civil cases in courtrooms across Virginia. 

She began her legal career as a prosecutor, serving as an Assistant Commonwealth’s Attorney in the City of Hampton from 2008-2012 and Loudoun County from 2012-2020. In that role, she was in court almost daily prosecuting cases ranging from traffic tickets to murder and gained extensive bench and jury trial experience. Over the years, she also developed a specialty in navigating the intersection between mental health and criminal justice. Amy was a founding member of the Loudoun General District Court’s Mental Health Docket in 2018 and served as a legal instructor for the Loudoun County Sheriff's Office Crisis Intervention Training program from 2014-2020.

In 2020, Amy pivoted into civil practice and joined Allstate Insurance Company as a Senior Attorney. There, she handled litigation matters involving personal injury, property damage, subrogation, diminished value, wrongful death, compromise settlements, contractual disputes, and fraud and coverage investigations. She served on various committees and recovered more than $2 million for Allstate and its Virginia insureds before departing this role in 2024.

In 2024, Amy transitioned to private practice at a small personal injury firm. There, she worked with the firm’s auto and premises personal injury clients and expanded her practice into criminal & traffic defense and civil litigation before opening Harber Legal.

Amy came from a military family but moved to Northern Virginia in 1988 and has primarily stayed here. She graduated from Woodbridge High School and earned a bachelor's degree in Journalism & Criminal Justice from the University of Richmond. She attended law school at George Mason University School of Law as a night student, spending her daytime hours as the Assistant Director of the Spotsylvania County's Victim/Witness Program. She is licensed to practice in Virginia state courts and federal courts in the Eastern District of Virginia.

Amy believes strongly in public service and access to justice. She is certified by the Virginia Indigent Defense Commission to accept court appointed criminal defense cases and also serves as court appointed counsel for involuntary commitment hearings. She also is a member of the Executive Committee of the Virginia State Bar's Committee on Lawyer Referral, serves on the Lawyer Referral Services Panel, and has volunteered with local Legal Services of Northern Virginia clinics. 

Locally,  she serves on the Board of Directors as the Treasurer of the Loudoun Bar Foundation, a non-profit organization that provides scholarships and enrichment programs for Loudoun residents. Amy is also actively involved in various local and specialty bar associations and has previously held leadership roles in the Loudoun Community Criminal Justice Board, Loudoun Community Services Board, and other Town of Leesburg’s boards and commissions.

When she isn’t advocating for her clients, Amy enjoys relaxing by the water, exploring new cuisines, catching a concert or play, and embarking on travel adventures with her friends and family.
